Provision and use of ladders

Preliminary remark

These technical rules for operational safety (TRBS) reflect the state-of-the-art, occupational medicine and hygiene rules and other secure ergonomic findings for the provision and use of work equipment and for the operation of systems that require monitoring.
It is determined by the Committee for Industrial Safety (ABS) and published by the Federal Ministry of Labor and Social Affairs in the Joint Ministerial Gazette.
The technical rule specifies the industrial safety ordinance with regard to the identification and assessment of hazards and the derivation of suitable measures. When applying the measures mentioned as an example, the employer can assert the presumption of compliance with the provisions of the Industrial Safety Ordinance. If the employer chooses a different solution, he has to prove the equivalent fulfillment of the regulation in writing.

scope of application

This technical rule applies to the determination of measures to protect employees against falls. It specifies §§ 10, 11 and Appendix 2, Section 5 of the Industrial Safety Ordinance (BetrSichV) with regard to the provision and use of ladders. It is to be used in conjunction with TRBS 2121 "Danger to Persons from Falls - General Requirements".

2 Definitions
2.1 Ladders are portable and mobile ladders. They consist of the conductor body and, if necessary, add-on parts and can be equipped with accessories.
2.2 attachment parts are parts that are absolutely necessary for the safe use of the ladder and that are not already attached at the factory for transport reasons.
2.3 equipment are parts that are required for the safe use of the ladder due to the working conditions and / or the surface.

4th activities

Measures must correspond to the result of the risk assessment.
4.1 Provision
Ladders and accessories must be state-of-the-art and provided with user information on safe use and, if necessary, hazard warnings.
Ladders correspond to the state of the art if they are used e.g. B. according to DIN EN 131-1: 2007-08, DIN EN 131-2: 1993-04, DIN EN 131-3: 2007-08, DIN EN 131-4: 2007-08.
User information on safe use can consist of pictograms and, if necessary, additional instructions from the manufacturer.
Ladders are to be selected according to the intended use as well as the working and environmental conditions, taking into account the type, dimensions, material, stability, load-bearing capacity and stability. Any accessories that may be required must be taken into account.
When considering the working conditions are z. B. also to consider the ergonomic framework conditions during transport, installation and use.
4.2 Use

4.2.1 General
The erection of a ladder is part of the use and is not to be regarded as assembly in the sense of the industrial safety regulation. Ladders must be stable and safely accessible during use. Portable ladders must be set up on a stable, immovable and appropriately dimensioned surface in such a way that the steps / rungs remain in a horizontal position. The stability can be achieved through the use of suitable accessories, e.g. B. spar extensions and stand extensions are increased.
Portable ladders must have a suitable ladder foot design or be secured against slipping by another equivalent measure.
Depending on the work to be carried out, ladders must be secured against falling. Ladders that are set up on or on traffic routes must be secured against knocking over by additional measures. This can include the setting up of warning posts if other safety measures such as barriers or barriers are not sufficient.
Ladder parts of plug-in and extension ladders must remain immovably connected to one another during use.
Mobile ladders must be secured against unintentional movement by technical equipment before use. While employees are on a mobile ladder, the ladder must not be moved.
Rope ladders (rope ladders) and hanging ladders must be secured against unintentional unhooking. They must be securely attached. Suspended ladders must not slip or start pendulum movements.
The employees are to be instructed in the use of the ladder in an appropriate manner. Here are z. B. to take into account the instructions for use attached to the ladder or those provided with the ladder and, if applicable, operating instructions.

4.2.2 Ladder as access to high workplaces on which temporary work is carried out.
The use of a ladder as access to high-level workplaces, where work rarely has to be carried out, is permitted up to a height difference of 5 m to be overcome. If the ladder is used very seldom to access workplaces, the height difference to be bridged may be more than 5 m.
The application is to be limited to the circumstances under which the use of other, safe work equipment is not justified because of the low risk and the short duration of use or the existing structural conditions, which the employer cannot change.
Safe use, in particular safe contact with the ladder and its stability, must not be restricted by the transport of loads on the ladder. The safe contact to the conductor is z. B. given if the employee can hold on to the ladder with one hand when climbing. Tool bags, belts and aprons are suitable for transport.
Leaning ladders may only be used to access scaffolding if they are arranged as a ladder walkway within the scaffolding and only connect two decking levels with a system spacing of 2 m. Vertical ladders may also be used in mobile working platforms.
If, due to the scaffolding construction or the structural conditions, it is not possible to use ladders lying within the scaffolding, leaning ladders may be used up to an ascent height of 5 m; the possible fall height must not exceed the ascent height.
Ladders must protrude at least 1.0 m above the exit point, unless other suitable means of holding on are available.

4.2.3 Ladder as a high workplace
The ladders are to be used in such a way that employees can stand and hold on securely at all times. The secure standing and holding on to the ladder is z. B. given if the employee stands with both feet on rungs or steps and can hold on to the ladder with one hand or has sufficient contact with both legs to the ladder.
