Preliminary remark

These technical rules for operational safety (TRBS) reflect the state-of-the-art, occupational medicine and hygiene rules and other secured work-related knowledge for the provision and use of work equipment and for the operation of systems that require monitoring.
It is determined by the Committee for Industrial Safety (ABS) and published by the Federal Ministry of Labor and Social Affairs in the Joint Ministerial Gazette.
The technical rule specifies the industrial safety ordinance with regard to the determination and assessment of hazards as well as the derivation of suitable measures. When applying the measures mentioned as an example, the employer can assert the presumption of compliance with the provisions of the Industrial Safety Ordinance. If the employer chooses a different solution, he has to prove the equivalent fulfillment of the regulation in writing.
scope of application

This technical rule applies to the determination of measures to protect employees against falling from scaffolding. It specifies §§ 10 and 11 and Annex 2, Section 5 of the Industrial Safety Ordinance with regard to the provision and use of scaffolding and is to be used in conjunction with TRBS 2121 “Risk to people from falls - General requirements”.

Explanation:

The standards cited in this technical rule are included in the list of technical building regulations that is published by the highest building supervision authority of the respective federal state. They are generally binding because they must be observed on the basis of the state building regulations.
2 definitions
2.1 Scaffolding is a temporary construction of variable length, width and height that can be assembled from scaffolding components at the point of use, used according to their intended purpose and taken apart again.
2.1.1 Working scaffolds are scaffolding from which work can be carried out. In addition to the workers and their tools, they also have to carry the material required for the work.

Explanation:

The working scaffolding also includes mobile scaffolding, e.g. B. mobile scaffolding according to DIN 4420-3: 2006-01 and mobile working platforms.
Performance requirements as well as the procedures for the design, construction and dimensioning of work scaffolding can e.g. B. DIN EN 12811-1: 2004-03 can be taken from.
The performance requirements for the construction and dimensioning of mobile working platforms made of prefabricated components can e.g. B. DIN EN 1004: 2005-03 can be taken from.

2.1.2 Protective scaffolding is scaffolding that acts as a safety or roof safety scaffold to protect workers from falling deeper or as protective roofs to protect people, machines, devices and other objects from falling objects.

Explanation:

The performance requirements as well as the procedures for the design, construction and measurement of protective scaffolding can e.g. B. DIN 4420-1: 2004-03 to be taken.
2.1.3 Shoring are temporarily erected building structures for temporary support for part of a structure, as long as it is not self-supporting, as well as for the associated traffic loads.

Explanation:

The shoring also includes the formwork. Shoring and formwork are not subject to the requirements of Section 5.2 Appendix 2 of the BetrSichV.

Working platforms and their entrances, which are built onto shoring or formwork or are permanently connected to them, do not belong to the working and protective scaffolding.

2.2 Generally recognized standard design is a scaffolding configuration for which the proof of stability has been provided and general instructions for assembly and use or assembly instructions and instructions for use have been created.
2.3 General instructions for assembly and use are the instructions for use and operation that come with the scaffolding
