ASR A2.1 Protection against falls and falling objects, entering danger areas
ASR stands for the former designation “Workplace Directive” of today's technical rules for workplaces. All requirements regarding the state of the art, hygienic requirements and occupational medicine that apply to setting up and operating workplaces are presented here. This ASR specifies the requirements for setting up and operating workplaces and traffic routes to protect against falls or falling objects as well as the associated measures with regard to stepping on roofs or other danger areas according to Section 3a (1) of the Workplace Ordinance in conjunction with Section 1.5 (1). 4 and point 2.1 of the appendix.

2 scope

(1) This ASR applies to the protection of employees against falls and falling objects as well as for entering roofs or danger areas.

(2) This ASR does not apply to the setting up and operation of workplaces and traffic routes that are part of work equipment that falls within the scope of the Industrial Safety Ordinance.

3 Definitions

3.1 crash
is the falling of people onto a lower surface or an object. A fall also includes breaking through a non-load-bearing surface or falling into and sinking into liquid or granular materials.

3.2 Crash edge
is the edge over which employees can fall (see Fig. 1). A leading edge is defined as:
Edge to a surface inclined more than 60 ° (e.g. a roof surface),
Transition from a penetration-proof to a non-penetration-proof area,
Transition of surfaces with different angles of inclination from a surface inclined up to 20 ° to a surface inclined more than 60 ° or
the imaginary line on curved surfaces from which the angle of inclination of a tangent is greater than 60 °.

3.3 Height of fall
In terms of this ASR (see Fig. 1), the vertical difference in height between the standing area of the employees at workplaces and traffic routes or the edge of the fall and the adjacent lower lying sufficiently large and load-bearing surface (impact area)

3.4 Slipping off
For the purposes of this ASR, employees slide uncontrollably over a falling edge when working on inclined surfaces (e.g. due to the inclination or the nature of the stand area).

3.5 Fall protection
In the sense of this ASR, an inevitably effective device is to prevent a fall even without the conscious involvement of the employees, e.g. B. a fence (see also point 3.7) or cover.

3.6 Fall arrest facility
In the sense of this ASR, an inevitably effective facility is to catch falling employees without their conscious involvement and to protect them from another fall, e.g. B. protective net, protective wall or protective scaffolding.

3.7 Individual protective measures
serve to protect against falling of individual employees or to catch falling employees, e.g. B. Personal protective equipment against falls from a height (PPE).

3.8 Enclosure
is a device to protect employees against falls, e.g. B. parapets, railings, grilles or side protection. In contrast to the mostly openwork railing, a parapet is a closed, usually solid wall panel or, in the case of the window parapet, part of an outer wall.

3.9 Hazardous areas
For the purposes of this ASR, areas in which employees are not protected by structural measures from the risk of falling or falling objects.
3.10 Falling objects are also materials that can topple, slide, roll or leak.

3.11 Penetration-proof
are components that do not break when stepped on and cannot fall through by employees.

Non-puncture-proof components can e.g. B. be:
  • Fiber cement corrugated sheets
  • Corrugated asbestos cement sheets
  • Corrugated bitumen sheets
  • Roof skylights (e.g. light panels, light strips, light domes)
  • Translucent roofs (e.g. glass roofs, roofs made of plastic)
  • Glazing (e.g. shed roofs) or solar, photovoltaic elements.
